UK air quality assessment costs range from a few hundred pounds for a screening report to several thousand for detailed dispersion modelling. Here's what drives the price in 2026 — and how to avoid paying for more assessment than your site needs.

A typical UK air quality assessment costs anywhere from around £400 for a simple screening statement to £6,000 or more for a full assessment with detailed dispersion modelling — and an air quality chapter for an Environmental Impact Assessment can go well beyond that. The spread is wide because "air quality assessment" covers several very different pieces of work, and the price follows the scope, not the page count.

This guide breaks down what each level of assessment involves, what drives quotes up, and how to make sure you only pay for the level of assessment your planning application actually needs.

Fees vary between consultancies and regions, but quotes in 2026 commonly fall into these bands:

Treat these as indicative rather than fixed prices: two sites of identical size can sit in different bands depending entirely on context. Baseline monitoring is the other wildcard — if the council asks for diffusion-tube monitoring before determination, expect three to six months of survey time plus equipment and lab costs on top of the assessment fee.

What drives the cost up (or down)

  • Location in or near an AQMA. Development inside an Air Quality Management Area almost always needs more than a screening statement, because the council has already declared that objectives are at risk there. You can check your site in seconds with our free AQMA checker.
  • Scale and trip generation. The EPUK/IAQM guidance sets indicative criteria — for example changes in traffic flows on congested roads — above which a proposal should be assessed rather than screened out. More units, more parking and more delivery movements push you over those thresholds.
  • Whether modelling is needed. Dispersion modelling is the single biggest cost step. It is justified where new residents are introduced close to busy roads or where the development itself adds meaningful emissions — see our guide to air quality assessments for homes near busy roads.
  • Energy plant. Gas CHP, boilers above screening thresholds or standby generators trigger stack-emission assessment that a simple residential scheme avoids.
  • Construction phase. Demolition and significant earthworks bring the IAQM dust guidance (v2.2, January 2024) into play, adding a dust risk assessment.
  • London. Schemes caught by London Plan Policy SI 1 must demonstrate they are at least air quality neutral, which adds benchmarking calculations to the standard assessment.

When do you actually need an air quality assessment?

There is no single national threshold — the need is set by the Planning Practice Guidance on air quality, EPUK/IAQM criteria and each council's local validation list. As a rule of thumb, an assessment is likely to be requested where a proposal is in or adjacent to an AQMA, adds significant traffic, includes combustion plant, introduces new residents to an area of poor air quality, or involves major demolition and construction. The corollary is that many small schemes do not need a detailed assessment — a proportionate screening statement demonstrating that the development falls below the EPUK/IAQM criteria is often enough to discharge the validation requirement. Paying for dispersion modelling on a site that screens out is wasted money; equally, submitting a two-page generic statement on a site inside an AQMA invites a refusal or a holding objection from Environmental Health, and a resubmission costs far more than doing it properly the first time.

Questions to ask before you commission one

  • Is the site in or near an AQMA, and what do the council's validation requirements actually ask for?
  • What do Defra's background maps and the council's latest Air Status Report show for the area? The Defra UK-AIR portal is the free starting point.
  • Does the quote cover construction dust as well as the operational phase?
  • Is monitoring included, assumed unnecessary, or priced as an extra?
  • Will the assessor follow the EPUK/IAQM significance criteria and Defra LAQM.TG(22), which is what council Environmental Health officers will review it against?
