The short answer: commission a BREEAM pre-assessment at RIBA Stage 2 (Concept Design), update it at Stage 3, and freeze it into the formal design-stage submission at Stage 4. Stage by stage: where BREEAM decisions actually happen

Stage 0–1 — Strategic definition and brief

Before any drawing exists, two BREEAM-critical facts are fixed: the site and the brief. Public transport proximity, the ecological baseline and flood context are site-selection outcomes — several transport and land-use credits are effectively decided the day the site is bought. If BREEAM is in the brief (or in the local plan — see who requires it), name the target rating in the appointment documents now.

Stage 2 — Concept design: the sweet spot

This is the moment. Massing, orientation, structural strategy and servicing philosophy are being chosen, and each carries credits: daylight to the health & wellbeing criteria, the energy strategy, roofscape for ecology and PV, cycle storage in the ground-floor plan. A Stage 2 pre-assessment sets the credit route while all of it is a sketch — the cheapest sustainability advice the project will ever receive.

Stage 3 — Spatial coordination: the update

Design development erodes scores — a plant substitution here, a glazing change there. Re-score the tracker at Stage 3, when the coordinated design exists but procurement has not locked it. This is also when the design stage calculations — energy modelling, daylight, water, life-cycle assessment — should be run properly, converting assumed credits into evidenced ones.

Stage 4 — Technical design: freeze and formalise

Specifications and contractor obligations — responsible sourcing, site practices, commissioning — must now be written into the tender documents, or the credits they carry will not survive procurement.

Stages 5–7 — Construction and handover

Too late for a first pre-assessment to change anything structural; what remains is protecting the score — substitution control, evidence collection, commissioning and the post-construction review that a pre-occupation condition depends on (see BREEAM planning conditions).

What waiting actually costs

  • Stage 3 commissioning: the massing and servicing strategy are set; daylight and energy credits can still be tuned, but layout-dependent credits (cycle facilities, waste storage, ecology areas) now compete with a coordinated plan.

  • Post-planning commissioning against a condition: the highest-risk position — if the conditioned rating is undeliverable, you are into renegotiation or a s73 application with the site stalled.

The update rhythm

  • Score at Stage 2 → re-score at Stage 3 → freeze at Stage 4;

The projection carries assumptions, clearly flagged — that is its job. An early score with honest caveats beats a precise score delivered after the decisions it should have informed.

We are already at Stage 4 — is it pointless?

No — it is urgent. A Stage 4 pre-assessment still finds the least-cost route to target and flags undeliverable conditions before commencement, which is far cheaper than discovering them on site.

Who commissions it — architect or client?

Usually the client, often on the architect’s prompt. What matters is that the output binds the whole team — each discipline should confirm its credit commitments in writing.
