BREEAM Pre-Assessment Cost UK: 2026 Price Guide

How much a BREEAM pre-assessment costs in the UK, what drives the fee, what full certification adds, and why skipping one usually costs far more.

An indicative UK BREEAM pre-assessment cost in 2026 sits between roughly £500 and £3,000 plus VAT, depending on the size and complexity of the building and the rating you are chasing. That makes it one of the cheapest documents in a planning submission — and, pound for pound, one of the most valuable, because it protects the far larger spend on certification and construction from being aimed at an unachievable target.

This guide breaks down what drives the fee, what you get for it, how it compares with the cost of full BREEAM certification, and where the real money sits: the capital cost of the credits themselves. If you are new to the topic, start with what a BREEAM pre-assessment is.

How much does a BREEAM pre-assessment cost?

Project typeIndicative fee (2026)Typical turnaround
Small commercial unit or single non-residential building£500–£1,200About a week
Mid-size office, industrial or education scheme£1,200–£2,0001–2 weeks
Large or mixed-use scheme, multiple buildings£2,000–£3,000+2–4 weeks

These figures are indicative market ranges, not quotations — the honest answer for any specific site is a fixed quote against the drawings. Several UK providers publish figures around the £2,000 mark for a typical commercial scheme, with simpler jobs well below it.

What drives the fee up or down?

  • Floor area and building count. More buildings and more asset types mean more credits to walk. BREEAM Version 7 now allows up to five asset types within a single assessment, which can trim duplication on mixed schemes — see what changed in Version 7.
  • Target rating. Chasing Excellent (70%) rather than Very Good (55%) means testing more credits and checking more mandatory minimum standards — explained in picking a realistic target.
  • How developed the design is. A concept-stage sketch needs more assumptions (and more caveats); a Stage 3 design lets more credits be scored firmly.
  • Whether design stage calculations are bundled. Energy modelling, daylight calculations, water consumption and life-cycle assessment each firm up credits the pre-assessment would otherwise assume. Bundling them costs more upfront and saves rework later.
  • Updates. Some fees include one re-score after design changes; others charge per revision. Ask.

Pre-assessment vs full certification cost

The pre-assessment is the small line. Formal certification adds the licensed assessor’s fee across design stage and post-construction stage reviews, plus BRE’s own registration and certification fees — together commonly running from several thousand pounds to five figures on larger schemes. The full comparison is in pre-assessment vs full assessment.

Then there is the number that dwarfs both: the capital cost of the credits. Enhanced fabric, low-carbon plant, cyclist facilities, ecological enhancement and metering all carry build cost. The pre-assessment’s job is to find the cheapest combination of credits that clears the threshold with a safety buffer — which is why commissioning it early, at concept stage, pays for itself many times over.

The cost of not doing one

  • Redesign fees when a Stage 4 design turns out to miss the conditioned rating and plant, facades or landscaping have to be reworked.
  • Programme delay while a planning condition that cannot be discharged is renegotiated — see BREEAM planning conditions.
  • Lost credits that were free at the start. Several land-use and ecology credits, and some transport credits, are fixed by site selection and layout. Miss them at concept and no amount of money buys them back later.
  • Paying for Outstanding-grade kit to scrape Excellent because nobody optimised the credit mix.

Frequently asked questions

Is a cheap pre-assessment worth having?

Only if it is genuinely credit-by-credit. A one-page “should be fine” letter is worthless to a planning officer and dangerous to a programme. Look for a tracker listing every credit with a status and an owner — the format described in our pre-assessment checklist.

Does the fee include the sustainability statement?

Usually not — they are different documents. The sustainability statement is the planning document; the pre-assessment evidences the BREEAM commitment inside it. Ours is free, which changes the arithmetic.

Do residential schemes need one?

BREEAM applies mainly to non-residential and mixed-use buildings. Councils steer residential sustainability through other routes — energy statements, water efficiency and biodiversity net gain — though Home Quality Mark and BREEAM Refurbishment exist for housing contexts.

Key takeaways

  • Indicative 2026 UK cost: £500–£3,000+ VAT, driven by size, complexity and target rating.
  • It is a fraction of certification cost and a rounding error against the capital cost of the credits themselves.
  • The pre-assessment’s real value is optimising the credit mix while change is still cheap.
  • Skipping it risks redesign, delay and permanently lost credits.
