Drainage Strategy vs Flood Risk Assessment: Key Differences

Drainage strategy or flood risk assessment? What each report covers, when your planning application needs one or both, and how the two fit together in 2026.

Drainage strategy vs flood risk assessment: they sound interchangeable, and planning validation checklists often ask for both — but they are two different documents answering two different questions. A flood risk assessment (FRA) asks "is this site safe to develop, and will developing it make flooding worse elsewhere?" A drainage strategy asks "where will the rainwater that falls on this site go once it is built?"

Getting the distinction right matters, because submitting the wrong document — or only half the picture — is one of the most common reasons small applications stall at validation. This guide explains what each report covers, when you need one, the other, or both, and how they fit together in 2026.

What is a flood risk assessment?

A site-specific FRA assesses every source of flood risk to a proposed development — rivers and sea, surface water, groundwater, sewers and reservoirs — and demonstrates that the development will be safe for its lifetime without increasing flood risk elsewhere. It is a national planning requirement under the NPPF, applied through the flood risk and coastal change Planning Practice Guidance.

An FRA is required for:

  • any development in Flood Zone 2 or 3;
  • sites over 1 hectare in Flood Zone 1;
  • sites in Flood Zone 1 with critical drainage problems, or identified as at risk from other sources (most commonly surface water) — a point strengthened by the September 2025 PPG update, which confirmed the sequential, risk-based approach applies to all sources of flooding, not just rivers and sea.

What is a drainage strategy?

A drainage strategy (sometimes called a SuDS strategy or surface water drainage statement) deals with the water your development itself generates. Because roofs and paving shed rain far faster than grass and soil, new development can overload sewers and flood neighbours downstream unless runoff is managed. The drainage strategy shows how sustainable drainage systems (SuDS) will collect, slow, store and release rainfall.

A typical strategy sets out:

  • the discharge hierarchy — infiltration (soakaways) first, then watercourse, then surface water sewer, with a combined sewer as the last resort;
  • runoff rates and volumes — usually restricting the developed site to greenfield rates (see our guide to greenfield runoff rates);
  • the chosen SuDS features — permeable paving, soakaways, attenuation tanks, rain gardens, swales — designed to the standards in CIRIA C753, the SuDS Manual;
  • storm events tested, including climate change uplifts, and maintenance arrangements.

When do you need each — or both?

  • Extension in Flood Zone 2: FRA required; drainage usually handled proportionately within it.
  • New dwelling in Flood Zone 1 on a site under 1 ha: often no FRA — but many councils still ask for a drainage statement if impermeable area increases, and an FRA is needed if the site is at surface water risk.
  • Major development (10+ dwellings) anywhere: a SuDS drainage strategy is expected since the 2015 ministerial statement made SuDS the default for major schemes, with the LLFA as statutory consultee — plus an FRA where any flood-risk trigger applies.
  • Any site in Flood Zone 2/3: in practice both, because the FRA must show the development is safe and that runoff will not worsen risk elsewhere.

Can one document cover both?

Yes — and for small residential schemes it usually should. A combined "Flood Risk Assessment and Drainage Strategy" is standard practice: the FRA chapters establish the risk to the site, and the drainage chapters show how runoff is managed. Councils generally prefer a single coherent document to two overlapping ones. The Environment Agency's FRA template (March 2025) reflects this, prompting applicants for both flood risk and surface water management information.

What has changed in 2026?

Two developments make the drainage half of the equation more prominent this year. First, the Environment Agency's updated national flood risk assessment (NAFRA) confirmed that surface water is now England's largest source of flood risk, with around 4.6 million properties at risk — and the Flood Map for Planning was updated in May 2026 with new surface water data, climate change extents and depth bands. Second, councils are applying the sequential approach to surface water far more consistently following the 2025 PPG update.
