Air Quality Mitigation Measures for Planning Applications

The air quality mitigation measures UK planners expect in 2026 — design, construction dust and operational controls, and how they are secured by condition.

Air quality mitigation measures are what turn a problematic planning application into an approvable one. When an air quality assessment identifies an impact — new residents exposed to a busy road, construction dust near homes, extra traffic in an Air Quality Management Area — the planning system does not usually say no. It says: mitigate. This guide sets out the mitigation measures UK planners actually expect in 2026, across the design, construction and operational phases, and how they are secured.

The policy foundation is the NPPF and the Government's Planning Practice Guidance on air quality: opportunities to improve air quality or mitigate impacts should be identified at the design stage, and mitigation should be proportionate to the scale and type of development. Design-stage mitigation: the cheapest measures are drawn, not bolted on

The most effective air quality mitigation measures are decisions made before a single planning drawing is finalised:

  • Layout and separation. Increasing the distance between habitable rooms and the pollution source — typically a main road — is the single most reliable measure. Gardens, parking and landscaping can occupy the roadside strip.
  • Orientation and internal arrangement. Placing living rooms and bedrooms on the quieter, cleaner façade, with kitchens, bathrooms, stairs and corridors buffering the road side.
  • Ventilation intake placement. Where mechanical ventilation is used, intakes positioned on the clean façade or at roof level, away from ground-level traffic, with NOx/particulate filtration where the assessment justifies it.
  • Green infrastructure. Trees, hedges and green screens between road and receptors. Vegetation is not a magic filter — the evidence supports it as a barrier and dispersion aid, not a cure — so present it honestly as a supporting measure.
  • Building form. Continuous frontages, podiums and set-backs that shelter courtyards and amenity space from the road.

Construction phase: dust mitigation to the IAQM methodology

For demolition, earthworks, construction and trackout, the standard approach is the IAQM construction dust guidance (v2.2, January 2024): assess the risk of each activity, then apply the mitigation package matched to that risk band. Typical measures planners expect to see include:

  • a Dust Management Plan or Construction Environmental Management Plan (CEMP), secured by condition;
  • damping down of haul routes, stockpiles and cutting operations;
  • screening and sheeting — hoarding around dusty activities, covered skips and lorries;
  • wheel washing and hard-surfaced site exits to prevent trackout onto public roads;
  • no on-site burning, plant switched off when idle, and use of low-emission plant where available;
  • monitoring — from simple visual inspections on low-risk sites to real-time PM10 monitors on high-risk ones.

Operational mitigation: traffic, heating and emissions

Once a development is occupied, its air quality footprint comes mainly from the vehicle trips it generates and the fuel it burns. Measures that carry weight in 2026:

  • Low-emission heating. Heat pumps or connection to a heat network avoid combustion NOx entirely; where gas boilers remain, councils commonly condition low-NOx models (typically ≤40 mg NOx/kWh).
  • Electric vehicle charging. Active EV charge points to Building Regulations Part S, and often a higher passive provision through local policy.
  • Travel planning. Cycle storage, car clubs, reduced or car-free parking in accessible locations, and travel plans with monitoring.
  • No solid fuel appliances. In smoke control areas and AQMAs, conditions restricting wood burners are increasingly standard — see our post on smoke control areas and solid fuel.
  • Emissions offsetting. Where impacts cannot be fully designed out, some authorities calculate damage costs and secure a payment towards local air quality action plan measures.

In London, the bar is higher: developments must be at least air quality neutral under London Plan Policy SI 1, with larger schemes expected to be air quality positive.

How much mitigation is enough?

Proportionality is the test. The EPUK/IAQM framework classifies impacts from negligible to substantial; the mitigation should match. A minor development with a negligible impact needs good design and standard construction management, not a gold-plated package. A scheme introducing residents into an AQMA, or generating significant traffic within one, needs the full hierarchy: design out exposure first, reduce emissions second, offset what remains. Overpromising is as risky as underproviding — every measure in the assessment can become an enforceable condition.

How mitigation is secured

Planning officers do not take mitigation on trust. Expect measures to be fixed by:

  • planning conditions — the CEMP/Dust Management Plan, boiler emission limits, EV charging and ventilation specifications;
  • Section 106 obligations — damage-cost payments, car club funding, travel plan monitoring;
  • drawings and specifications — layout and orientation measures are secured simply by being on the approved plans.

The practical implication: only commit to measures the project can deliver, and make sure the air quality assessment, the design and access statement and the drawings all tell the same story.
