Planning Application Reports UK: What You Need 2026

Which planning reports does your UK application need in 2026? Daylight, flood risk, air quality, energy and sustainability triggers, costs and timings.

Most UK planning applications that stall at the validation stage do so for a dull reason: a supporting report is missing. The five technical planning application reports that catch out the greatest number of schemes are the daylight and sunlight report, the flood risk assessment, the air quality assessment, the energy statement and the sustainability statement. Which of them you need depends almost entirely on two things — where your site is, and what you are proposing to build.

This guide sets out, for each of the five, the trigger that turns it into a validation requirement, the standard your case officer will judge it against, what it typically costs, how long it takes, and the 2026 rule changes that have moved the goalposts. Which planning application reports do you actually need?

There is no single national list. Every local planning authority in England publishes a local validation list (sometimes called a local list or validation checklist) that sits alongside the statutory national requirements. That document — not a rule of thumb — decides whether your application is registered or returned. Scotland, Wales and Northern Ireland run equivalent validation regimes under their own frameworks.

In practice, the five reports below are triggered by site constraints rather than by the type of building. A single-storey rear extension in Flood Zone 3 inside an Air Quality Management Area needs more reports than a four-unit scheme on an unconstrained greenfield edge. Start with the constraints, not with the drawings.

Daylight and sunlight reports: when planning needs one

A daylight and sunlight report answers two separate questions. First, does your proposal take an unacceptable amount of light from neighbouring windows and gardens? Second, will the rooms you are creating receive enough natural light themselves? Councils ask for the report whenever a scheme adds height or bulk close to existing homes, or creates new habitable rooms in a constrained plot.

The assessment is carried out against BRE BR 209 (2022), with internal daylight judged under BS EN 17037. The headline metrics are vertical sky component (VSC), no-sky line (NSL) and annual probable sunlight hours (APSH), and the well-known benchmark is the 0.8-times rule: a retained value above 0.8 of the existing figure is normally considered a negligible loss. What changed recently: BRE and RICS are preparing a second edition of the professional daylighting and sunlighting standard, expected around the end of 2026. Until it lands, BR 209 (2022) alongside the current RICS guidance remains the basis of assessment — see what the second edition means.

Common triggers: loft conversions and roof extensions overlooking neighbours; rear extensions tested against the 45- and 25-degree rules; new flats, HMOs and co-living schemes; office-to-residential conversions; any application where a neighbour has objected on loss of light. Flood risk assessment: when planning needs one

A flood risk assessment (FRA) is required for all development in Flood Zones 2 and 3, for sites of one hectare or more in Flood Zone 1, and for smaller Zone 1 sites with identified surface water, groundwater or drainage problems. It has to show that your development is safe for its lifetime, will not increase flood risk elsewhere, and — where relevant — passes the Sequential and Exception Tests.

What changed recently: on 28 May 2026 the Environment Agency added four new surface water datasets to the Flood Map for Planning — present-day and climate-change spatial planning extents plus banded depths, with climate change modelled at the upper-end (95th percentile) allowance for the 2070s. Sites that previously showed no mapped surface water risk can now appear within an extent, which is enough to trigger an assessment where none was expected. Don't forget drainage. Most FRAs are submitted with a SuDS drainage strategy prepared to CIRIA C753 and the Non-Statutory Technical Standards. They are two different documents doing two different jobs — see drainage strategy vs flood risk assessment.

Air quality assessment: when planning needs one

An air quality assessment is triggered when a development either exposes new occupants to poor air quality, or worsens air quality for people already there. In practice that means sites in or adjacent to an Air Quality Management Area, sites beside busy roads, schemes generating meaningful extra traffic or parking, and anything involving demolition, earthworks or extended construction — which brings in a dust assessment.

The assessment framework is the EPUK/IAQM land-use planning criteria, the IAQM dust guidance (v2.2, January 2024) and Defra's LAQM.TG(22) technical guidance, sitting under the NPPF and the PPG on air quality. London schemes also have to address Policy SI 1 of the London Plan and the air quality neutral benchmarks. The pollutants that matter are NO₂, PM10, PM2.5 and NOx — what each one means for planning.

What changed recently: EPUK and IAQM are revising the land-use planning guidance, with member consultation on an exposure draft expected during 2026. Energy statement: when planning needs one

An energy statement demonstrates how a development will meet the energy and carbon policies in the development plan. It is routinely required for new dwellings, for major applications, and for almost anything in London. Some authorities also ask for one on larger extensions or conversions where a local plan policy sets an energy threshold.

The document starts from a Part L 2021 baseline calculated with the SAP notional-building method, then works through the energy hierarchy — Be Lean, Be Clean, Be Green — quantifying the carbon saving at each stage. London schemes must show the 35% on-site reduction against Part L required by London Plan Policy SI2, with any shortfall covered by a carbon offset payment. What changed recently: the government published the Future Homes Standard — the 2026 update to Approved Document L — on 24 March 2026, with the new requirements coming into force on 24 March 2027 for most new buildings. Fabric standards stay broadly aligned with Part L 2021 and compliance will initially be demonstrated using SAP 10.3. Sustainability statement: when planning needs one

A sustainability statement is the broader document that sits alongside the energy statement. Where the energy statement owns carbon and heating, the sustainability statement covers biodiversity net gain, water efficiency, urban greening, materials, waste and — where the council asks for it — a BREEAM commitment. Many authorities publish a sustainability checklist that must be completed and submitted for validation.

The four pillars in 2026 are:

  • Biodiversity net gain — the mandatory 10% uplift under the Environment Act 2021, evidenced with the statutory metric and a habitat management plan. See gov.uk BNG guidance.
  • Water efficiency — the optional tighter standard of 110 litres per person per day, demonstrated through the Part G water calculator. Passing the water calculator shows which fittings get you there.
  • Urban greening — in London, the Urban Greening Factor score under London Plan Policy G5.
  • BREEAM — for non-residential and major schemes where a rating is a policy requirement. When councils require it.

What changed recently: BNG exemptions were substantially rewritten in 2026. From 6 August 2026 development on sites of 0.2 hectares or less is exempt from mandatory BNG unless on-site priority habitat is harmed; a new temporary-development exemption applies to land reinstated within five years; and the self-build and custom-build exemption has been removed. How much do planning application reports cost?

Costs vary widely with scheme size, site constraints and how much modelling is genuinely needed, so treat any figure as indicative until a consultant has seen your drawings and site location. Broadly, a straightforward householder-scale report sits at the bottom of each range and a complex urban major scheme at the top.

Two cost traps are worth naming. First, commissioning reports one at a time after each validation query costs more than commissioning them together up front. Second, a report written to the wrong standard — an EPC instead of an energy statement, a generic flood note instead of an EA-template FRA — usually has to be redone in full.

In what order should you commission them?

  1. Screen the constraints first. Flood zone, AQMA status, conservation area, site area for BNG. This is free and takes minutes, and it decides which reports you actually need.
  2. Read the council's validation list. Local requirements differ; the list is published on the authority's planning pages.
  3. Commission the reports that shape the design — daylight and flood risk. Both can change massing, floor levels or window positions, so they belong before the drawings are frozen.
  4. Then the reports that describe the design — energy, sustainability and air quality. These need a settled layout, floor areas and a heating strategy to be accurate.
  5. Cross-check for contradictions. A finished floor level raised for flood resilience alters ceiling heights and daylight; an air source heat pump in the energy statement needs a location that survives the noise and amenity test.

Five mistakes that get applications invalidated

  • Assuming Flood Zone 1 means no FRA. Sites of one hectare or more in Zone 1, and Zone 1 sites with mapped surface water risk, still need one — and the May 2026 surface water datasets widened that net.
  • Submitting an EPC as an energy statement. They answer different questions and councils reject the substitution.
  • Treating BNG as automatic or automatically exempt. The 2026 exemption package changed both directions; check the site area and any priority habitat.
  • Leaving daylight until after refusal. A neighbour objection on loss of light is far cheaper to answer with a BRE assessment submitted at the outset than at appeal.
  • Ignoring the local list. National requirements are the floor, not the ceiling. The local validation list is what the registration officer actually works from.

Frequently asked questions

Do householder extensions need all five reports?

Rarely. A typical extension needs none of them on an unconstrained site. Add a flood zone, an AQMA or a close neighbour with windows facing the works and one or two become necessary. The constraint decides it, not the size of the build.

Can one consultant produce all five?

Yes, and there are real advantages: consistent site data, no contradictions between documents, and a single point of contact when the case officer raises a query. What matters is that each report is written to its own governing standard rather than reduced to a paragraph in a combined document.

What happens if a report is missing?

The authority does not register the application. You receive a validation refusal letter listing what is missing, and the statutory determination clock does not start until the missing document is supplied — usually a delay of several weeks.

Are the requirements the same across the UK?

The principles are similar but the frameworks differ: England works to the NPPF, Scotland to NPF4 and the local development plan, Wales to Planning Policy Wales and Future Wales, and Northern Ireland to the SPPS and its planning policy statements. Flood risk policy in particular varies by nation.

How current does the data in a report have to be?

Current at submission. Flood mapping, background pollutant concentrations and BNG rules all changed during 2026, and a report built on last year's datasets invites a consultee objection even when its conclusions still hold.
